Percival Graves was a high-ranking Auror and Director of Magical Security for MACUSA (Magical Congress of the United States of America) in the 1920s. He was known for his power, skill, and dedication to upholding the Statute of Secrecy.
However, the "Percival Graves" seen in New York City during the events of Fantastic Beasts and Where to Find Them was not the real Graves. He was an imposter; the dark wizard Gellert Grindelwald, in disguise. Grindelwald used Polyjuice Potion to assume Graves' identity.
Grindelwald/Graves used his position to manipulate events, including exploiting Credence Barebone in order to find an Obscurus and further his agenda to expose the wizarding world and overthrow the International Confederation of Wizards. The real Percival Graves' fate after Grindelwald's capture is unknown.
