Baron Wolfgang Von Strucker is a notorious character primarily associated with the terrorist organization Hydra within the Marvel universe. He is a brilliant, ruthless tactician and scientist, often depicted as a key figure in Hydra's attempts to undermine world security.
In the Marvel Cinematic Universe (MCU), Von Strucker appears in Avengers: Age of Ultron. Here, he is portrayed as the leader of a Hydra cell experimenting on individuals using Loki's scepter, which included imbuing the Maximoff twins, Wanda and Pietro, with their powers.
